Commentary
This warm welcome came from a group representing the Huairou Commission and were there commissioned to listen to the priorities and policy recommendations of the grassroots women and their partners. Our delegation of grassroots women from around the world put forward reccomendations for consideration at HABITAT II, which was to be held in Istanbul the following year.

This bottom up approach seems to turn traditional notions of good governance upside down.
